What ebook software to upgrade to?

We have been creating 'picture' ebooks for some time, years. Our primary software is FlipAlbum Vista Pro, but it is no longer supported, and does not work with mobile devices. We keep it as 1) full encryption of the source files, 2) the 'libray' function allows us to loan out an ebook with a sixty day use based on first opening, and 3) almost all our content is scanned material (gif/jpeg/png).

These three points are critical.

Would somebody help me cut through the huge arrays of software and make a recommendation of what software(s) we should consider?
