There is one way (or even more) to get developer's package (shell access) without iRex's server.
The one that I know is creating a bootable CF. Shell access right of iLiad is controlled a "registry.xml" (for FW2.11 or above). ContentLister of iLiad will read this file and grant access right according to specific file extension.
Creating a bootable CF using a desktop Linux and make it allow shell access. By booting iLiad with the CF, users can access iLiad filesystem and make shell access permanent on iLiad.
There is a thread discussing how to create a bootable CF.

There is another way to get shell access right. It's easier than creating a bootable CF.
