Gotta agree.
Number one is the right way (in English, at least). Number two is simply an example of someone not knowing (or caring) what the right way IS. The correct way certainly doesn't seem to be getting any more "rare" in my reading experience. |

Let's just say that it differs per language and time frame what the correct punctuation is. Styles have the tendency to change every now and then.

Yes, I've seen that too. It could be kind of simulated with a left block indent and border, except when the quotation starts or ends in mid-paragraph.
