Gotta agree.
Number one is the right way (in English, at least). Number two is simply an example of someone not knowing (or caring) what the right way IS.

The correct way certainly doesn't seem to be getting any more "rare" in my reading experience.

Let's just say that it differs per language and time frame what the correct punctuation is. Styles have the tendency to change every now and then.

Yes, I've seen that too. It could be kind of simulated with a left block indent and border, except when the quotation starts or ends in mid-paragraph.

The German method of opening and closing direct speech spanning more than one paragraph only once makes sense and seems logical.
Re-opening the same direct speech at the start of a new paragraph just makes it look like the closing quotation mark is missing at the end of the preceding paragraph - even though this is "correct" in English.

I'd guess this comes down to what you are used to.
