There really isn't an optimal format to convert PDF to--probably Word (.doc or .docx) if I was forced to pick something. But PDF wasn't designed to be converted. You might poke through the various threads in this PDF forum--there are several that discuss optimizing/converting PDFs for e-readers.

What works well for some PDF's won't work well for other PDF's. Some just don't convert well at all. As willus said it really was designed and an "end" format and not to be coverted back to other things. What I usually do it use Acrobat Pro to save as HTML (then create an ePub and convert that for Kindle) and then go from there. For basic text based PDF's this usually seems to work fairly well and require minimal work after the conversion.
