Win 7 does not assign a drive letter but I can sideload using drag & drop. I shut down Calibre & restarted it then rebooted the Fire and then connected it via USB. Still didn't detect the Fire.

If Win 7 doesn't assign a Drive letter then try the new (beta) mtp driver to connect to your Fire.
