Why lines?

TOTALLY off topic question. But this group is as well read as any I've encountered on the internet, so maybe some of you have come across the answer.

The Dollar sign is an "S" with one or two lines in it, The Pounds sign is a fancy "L" with a line in it. I believe the Yen sign is a "Y" with a line in it. Who decides this sort of thing? Is there some sort of controlling body?

What are the symbols for some other currencies?

The € is the symbol for the Greek character ' epsilon' = e = Europe.
The two parallel lines symbolize the stability of the euro.
