I wonder how people know which is volume I, volume II, etc. I've looked at the various Lock and Key Libraries at PG and can find no numbers, only different categories (American, French, Russian/Polish/Hungarian (I think), etc.)

At the Internet Archive site they are listed as Vol1, Vol 2, ect.

Eventually but some of the volumes are in very bad shape and need a lot of work.

Amazon sells a condesation of this set about as big as my pinky fingernail for $3.25. Serious props to you for taking the time to assemble it ALL in a great readable format.
