I'd say to use character count over word count. If someone uses a lot of long words, that can really throw things off.

Agreed, I also have trouble relating word count to volume or chapter length. Since I write in .txt using a programmer's text editor, I find myself loading the chapter into LibreOffice whenever I want to know about how long a given chapter is in pages.
