built-in dictionary vs. stardict

hello,
I don't know if this is the right place... btw:
The built-in dictionary is smart enough to understand the tense of the verb and other things.
How is accomplished this? Are all words (including tense) stored in the dictionary or is there some kind of grammar algorithm?
Is it possible to do the same thing in a dict dictionary?
