Kindle PW2 3G. Instant translation options over 3G?

I have been long wanting to replace my sony 650 with a kindle, basically because of the built in light option. There is basically ONE single reason I still haven't done this: I am reading a lot of Dutch books (in order to learn the language) and my sony has a built in Dutch-English dictionary. This is not the case for kindle (and there are also no dictionaries for sale in the store) but I have seen that you can use wifi network and the built in bing translation to do the job on the fly. The question is, what happens when you are not home/don't have a wifi. Would the purchase of a 3G kindle be an option? I know that you can use 3G outside US to purchase books from the amazon store and search wikipedia but is it also possible to use the translation capabilities without extra cost? I repeat: I am asking what happens when you are OUTSIDE US, eg in the Netherlands. I would greatly appreciate if someone could give some further info.

According to user opinions the answer to your question is yes.
For instance:
"CBRetriever says:
... for those who use the instant translation a lot, 3G is wonderful as I can read on my daily commute (RER/Train has 3G), sitting on a park bench, in my office during lunch, etc
I've never connected my Paperwhite or my Touch via wifi and am perfectly happy that way"

That says nothing about access outside the US which was the OP's question.

That being said, I cannot think of a reason why they would cut off this one service outside the US yet leave Wikipedia working.

Unless there is another one elsewhere, "RER" is a train system in Paris, so it does answer the question.

Well, I stand corrected. Didn't realize that, sorry.

The person in that thread marked on their profile as being in Paris, so that's definite. It works.

Absolutely no reason you should have known - no apologies required. The only reason I know is that Paris is only about a 50m plane ride away from me, so it's a place I visit quite a lot . (The RER is the best way to get from the airport into the city, should you ever visit!)

Thanks for the replies, I want to confirm that indeed 3G can be used outside US for the translation capabilities without extra charges. I got the information from the kindle forums in amazon.
