Looking for fantasy werewolves/shapeshifters novels

I'm looking for fantasy novels with werewolves and shapeshifters. I'm not interested in urban fantasy. And I don't want to read about the werewolves/shapeshifters being the villains (too cliche), but they could be on both sides, or better the protagonists.

Hum. That's a tough one. You might take a look at Tanya Huff's The Silvered. I believe that Jennifer Roberson also has a series The Chronicles of the Cheysuli on that theme.

Alice Borchardt writes fantasy involving werewolves. Pretty sure the werewolves are the good-guys (or at least, not evil simply because they're werewolves) in her books.

S. Andrew Swann wrote a couple, but I think the wolves are the bad guys, although it's a sort of twist (they're creatures used by the templars in their crusades, if I remember correctly).

I know of lots of shapeshifters/werewolves in the romance genre, but I get the feeling that's not what you're looking for, plus, they're more in contemporary contemporary/urban setting.

Gail Carriger has a steampunk 5-book series including werewolves and vampires. There is a romantic element, but this is more along the lines of urban fantasy, although it's set in Victorian times.

As mentioned: Tanya Huff's Silvered. Gail Carringer's Parasol Protectorate is a spoof, so that might get you over the 'ugh, its steampunk Urban Fantasy' knee-jerk dislike.

Patricia Brigg's Sianim Series, starting with Masques.
Tanya Huff's The Enchantment Emporium is modern/urban but I'd rank it as fantasy rather than urban fantasy. IIRC the shifters are sidebar characters so it might not be shiftery enough.
Sheri S. Tepper's shifters in the Chronicles of Mavin Manyshaped and the True Game series can transform in to anything they wish (trees, rocks, people, animals.) Some of these are 1st person but if you hate first person as much as I do, they are still worth the read . Tepper always has fabulous, unique worldbuilding.

How are you defining urban fantasy? What aspects specifically don't you like about it? Because there are a lot of werewolves/shifters series out there that may or may not fit your definition.

Or are you just talking about werewolves/shifters located in fantasy kingdoms and stuff like that? Do you want romance in the story?
