I used to see that too often commuting to Toronto. I'm sure it still happens but luckily I don't have to do that commute. I saw one guy doing 140km/hr and he was within a car length of the car in front of him but had a novel on the steering wheel. Unfortunately I couldn't get his license plate because there was another car right behind. Makes you wonder how accidents happen.

The classic example in Toronto was our Mayor being spotted driving on the highway with documents on the steering wheel that he was reading.

I was stopped at a traffic light once and noticed that the driver of the car behind me had his head turned as if he was reading something on the passenger's seat. He looked up and saw me when he was 5 or 6 car lengths behind me. Unfortunately, it would have taken him 7 car lengths to stop. Fortunately, no one hurt and only minor damage.

Before smart phones became widespread, I often saw, during my morning commute, drivers with newspapers spread out over the steering wheel .... driving at 75 mph.
