First chapter of table of contents not working

I have an html file I'm trying to convert to LRF and all the rest of the Table of Content links work except for the very first link. I'm not sure why it's not working I'm using these tags.

When I click on chapter 1. nothing happens in the ebook library or the Calibre LRF viewer. The second link works like a charm and jumps directly to the second chapter.

I'm also having troubles with two other html files using the same coding.

I was hoping maybe I was doing something wrong and someone here could point it out??? because at this point I'm kind of lost.

So this will add a page break??? so far I've been using <P>&nbsp;</P> to push the table of contents onto it's own page. I'm guessing this the paragraph style line I'll only need to use it sparingly.

Also, I don't have the css stuff that Word 2000 and up throws in, i've been using Word 97 to convert my RTF files to HTML because it gives the cleanest code I could find.
