'utf8' codec can't decode byte 0xd4

I am trying to customize the recipe for The Economist so that the title would include the download date, but whenever I hit the "Add/update recipe" button, the error message below will show up. I tried googling it but did not find anything relevant. Did anyone have similar experience before? All your help will be appreciated! Many thanks!
