All of them are at the wrong resolution for the iPad as the iPad is 1024x768 and not 1024x1024.

The proper resolution is 1024x1024. The screen crops when the orientation changes and you lose 128 pixels on each side. If you do 1024x768 your will have black bars on the top and bottom when the iPad is in portrait orientation.

Yes, the iPad has a resolution of 1024x768, but as Lotus stated correctly formatted for the iPad wallpapers are 1024x1024 so that they appear without letterboxing in the opposite orientation for which they were designed.

Take this from someone who actually has and uses an iPad.

They actually have two resolutions: 1024x768 and 768x1024. It depends on the orientation of the screen. In order to cover both orientations you need to adjust for the 128 pixel cropping on each side that will take place on both.
That is why they have to be 1024x1024.

There's also the free Backgrounds app in the app store for people not aware of it. Lots of cool images in it arranged by category.

How are wallpaper 1024x1024 yet apps are 1024x768?

Because apps can be developed to rotate themselves, or even have a completely different look in each orientation. Take Mail for example, in portrait you only see a single message, in landscape you see a message with a subject list on the left hand side.

The iPad does not rotate your background (or lock screen) graphics when you swing it around, the image is fixed in place, and the viewport slides around. If you have a graphic that has an orientation (a building or people for example) it might look funny when it is on its side. Best to have generic images or patterns.
