Natuarally, that does not apply to the UK Houses of Parliament, the US senate or Congress, etc....
'cos these are all full of people who have dedicated their lives to bettering their fellow men, regardless of colour, creed, or nationality..........

And this all originated as coming from an organisation whose initials, within some sections of the law-keeping services, I am reliably informed, stand for Fart, Barf and Itch........ ?

There are many other options. He might not be a bastard at all, but some people didn't like him. There aren't too many powerful people that are beloved by everyone. The FBI isn't making any claims, this is just some people said about him.

The image of the USA does not hinge on whether SJ took drugs in college, being a great icon and a bastard are not mutually exclusive and I do hope that the FBI feels a little biased toward Americans.

I attended a computer 'fair' in the early 80's
Steve Jobs was there,Steve Wozniak and Bill Gates.

They were none of them real bigshots to most of the worldat that time (personal computers still pretty rare) and all seemed both enthusiastic and down to earth at the same time.
