It was a two-part response.

You need to have a US address to start a project, yes.

To support a project, if your credit card is accepted/approved by Amazon (not-quite-US-only; I'm from the Philippines and mine works fine), then you're good to go. My error in the latter statement though. Wording it US-approved credit card would have been better.

Ouya Update -- Goal Met, Now Funded
It's official, Ouya is now a funded project.

Here's another cool project that launched 18 Jul and ends 27 Aug. It's already met its funding goal. It's called ChargeCard and is a flat, credit card-sized USB cable for charging mobile devices.
