What I see, is some publishers seem to use PAPER rules for their Ebooks.
(they probably don't even read those books on a typical reader device)

They look fine on a Big Paper Page where part of the goal is to make a book of a certain (marketing strategy) heft. This is thinking in an era of largely, Internet sales and E-books

Given how a lot of eBook look, I have to agree that the people making them don't actually look at the finished eBook or they might actually fix the funky formatting.

Mass murder is not bad; it's just different, and besides, what about the Battle of Wounded Knee ("Letters from Iwo Jima")?
