Page breaks not working

I have an RTF format ebook that I open in calibre and then convert to EPUB and copy to my iPhone. It seems that when I open the ebook on the iPhone there are only page breaks for each chapter. What I mean is each chapter is a single page. If I make the font ridiculously small I can see more and more of the text from the chapter on the single page. If I advance a page I get a blank screen. If I keep advancing I eventually go past a number of blank pages and reach the next chapter. Any ideas what could be wrong? Thanks.
