I am seeing the following error in 0.7.40

ERROR: ERROR: Unhandled exception: <b>UnRARException</b>:File create error

How should I be formally reporting this error and to whom?

That error indicates you have rar file that calibre cannot unrar. Since calibre sues teh official unrar library to unrar, that means your rar (OR CBR) file is corrupted.
