Not a novel, but a short story by David Brin: The Giving Plague. I just finished it and thought it was pretty good. Now free at the Lightspeed Magazine website.

Many years ago I read Bring Out Your Dead: The Great Plague of Yellow Fever in Philadelphia in 1793 by John Harvey Powell, first published in 1949. It's still among the most memorable books I've ever read.
