Possible Virus

Avira Antivir flags this as TR/Crypt.ZPACK:Gen.
Based on the other posts this seems to be a false positive.

Someone whose opinion I trust tested this download and considers the Avira Antivir flag to be a false positive. His exact words were, "[T]here is a very small executable 21K. I did a strings on it to look at embedded ascii and it seems to do what it is supposed to and I didn't see anything very strange in the binary. It is built on a Chinese OS and has no fat anywhere. I think it is safe and I tried it. It seems to do what it claims to be for, no frills."

Use at your own risk.

A compressed file can easily lead to false virus checking, due to the compression itself. To really check for a trojan virus you need to check the executable itself. Uncompress the file and then perform the check. A James demonstrated a simple change in the content changes the results. Virus checks typically on check for a signature that is stored away, they are not very smart.

AFAIK, there are several different compression methods for Windows executables and the average end user usually cannot uncompress them without knowing which one was used.
I simply found it a bit suspicious that someone would post a .rar archive with just an executable in it without source code and documentation as their first post.

looks alot like the old pdbshred.c program

FWIW,

I grabbed it to look at the source and much of it appears to be a modified version of the very very old pdbshred.c program that can be found in the code trunk of the MobiPerl tools. In places the code is identical with just the error output commented out.
