Question Tokens not ascii encoded

I'm trying to convert RTF file containing Cyrillic text into EPUB format in Calibre 0.8.56. Here is what I get (I tried different input character encoding options):

Invalid RTF: Tokens not ascii encoded.
'ascii' codec can't decode byte 0xd8 in position 4: ordinal not in range(128)
Error at line 1877

Unhappy HTML workaround for Cyrillic RTFs

Based on one of Kovid Goyal's comments, I tried HTML workaround: saving RTF file as HTML using UTF-8 encoding and then converting HTML file to EPUB in Calibre. It works, however the result is not as good as normal RTF->EPUB conversion.
