I'd really, really like to believe that's too ridiculous to be implemented.

Unfortunately, living in a nation that declared a "war on terrorism" as a followup to its "war on drugs" (does terrorism have a flag? A congress? How do you know when you've won?), I'm terrified that the people who are working on that believe it'd actually be *useful.*

Oh look, just what we need... reasons for totally renegade darknets to pop up all over the globe.
