This poses some interesting questions.

I realize Google must spend thousands on their scanners, but some of the output on their books is just terrible-i don't see how anyone could get a decent OCR off some of those pages.

Yeah it can be hard to get a good OCR of a book. Distributed Proofreaders shows very well how hard it can be to get a book converted over to electronic format. Some of those pages are in bad shape when they are scanned especially the old microfiche.
