I just checked our bill. It doesn't show any amount for our libraries. I guess each state shows it differently.

The simple answer to the georestrictions problem would be for the libraries themselves to limit paid memberships to those who live within the licensed area for their ebooks. So a library in Philadelphia could still allow paid patrons from CA or NV to use ebooks, but not those from France or Germany.
