Neither - it means that the rights have reverted to the author or their estate. (Whether this happens automatically when a book goes out of print, or has to be requested by the author after it's been OOP for a certain amount of time, will depend on the specific contract.)

I like the "I want to read this book" button -- and it's easier than something like a long thread where people post books they want. (B&N had that for w while.) Still, sometimes that button is like spitting into the wind (eww). For example, the button exists even for books put out by publishers that are out of business. So what's the point of the button then?

And what if the author owns the rights? I've even seen the button on out-of-print books that the author is now self-publishing in a Kindle edition.
