how to prevent kids visiting inappropriate sites on arc
Is there a way to set security perimeters on the arc in Google to prevent my daughter from viewing inappropriate pictures and sites

Nothing Arc-specific. Might want to research parental controls for Android. There look to be some on the Play Store, like Funamo, but I dunno how effective or trustworthy they may be...

Disable Wifi on the reader.

Block the sites at your router, you should be able to create a whitelist in your router, the added advantage of this method is that the censorship is active irrespective of device used.

Block your reader in your router by disallowing the readers MAC address.
