Creating a dictionary in Mobipocket format is a non-trivial task. There are tons of special tags that have to be created to allow stemming for lookups of verbs, etc. It is all documented on the Mobipocket web site. The huge amount of manual work involved is probably why relatively few (especially translation) dictionaries are available to use as default dictionaries on Kindle. The cost vs. payback is possibly not worth the investment on their part. It would be nice to have lots of good dictionaries, though. It would also be nice to have both lookup directions (e.g. French-English and English-French), but I've never seen one like that on Kindle.
