Could KoboCloud be modified so that it does not re-download removed items?

When you remove an item from the Kindle, you have the option to remove it just from the device or also from the cloud. If you remove it from the device, it doesn't re-appear unless you manually download it again. This wouldn't be possible exactly with KoboCloud since KoboCloud has read-only access to the cloud drive, but it seems like it should be possible if the user removes a downloaded item from their device, KoboCloud won't re-download it on the next sync. I tried tweaking the code a bit and was unable to accomplish this. Can it be done?
