Is this purely a roll-out of the iPhone 4, or is the iPad also being rolled out to more countries?

Harry-this one is iPhone 4 only. iPad's extended rollout was last Friday. They are apparently planning to have the iPhone 4 available in over 80 countries (same as the 3G) by September...I'm guessing they must have a similar plan for the iPad.
