Is there a library, that I can pay to join, to get a library card? I live in Round Rock Texas, and Our library doesn't support e-books. Neither does Austin Public Library. I don't mind paying a fee for the library card number so that I can check out e-books.

Check to see if the state of Texas allows you to get a card from any other libraries like Houston or Dallas or Fort Worth. New York used to allow non-resident cards for a fee but not anymore.

The Philadelphia Free Library is a good option.

Did a search of their library and they have 870 ePub and 419 PDF.
