How does one make the dotted line navigation that I see for other ebooks on my iPad at the bottom of the screen... and the page numbers that chance when you change the type size.

Oh, for the love of heaven.

You don't "make it." It's the iBooks's default. You don't do anything to make it work, other than creating a valid ePUB file.

Page numbers that change when the text size changes are worthless.

When I solved the error problems the navigation bar appeared.

No, they're not. They are useless as a reference to share or to keep, but they give the reader an information about the size of the book and reading progress.
