My google play app just updated and I can buy books. Could not buy ebooks from google in singapore before so came as a surprise. Haven't compared the prices yet.
Even the abiltiy to buy book from google play might be new for everyone but I am not aware of how people in other countries bought ebooks from google.

My recollection is that in Aus we've been able to buy ebooks from Google for a few years.
