This has been available for multi-format ebooks for some time, what the Fictionwise: Kindle FAQ says:

You are responsible for this charge in your Amazon.com account. The 15 cents is for US customers. The charges are whatever Amazon levies for e-mail initiated delivery.

You actually may not want that because you'll get charged 15 cents per MB for Whispernet, which will add to the cost of the book.
