Duplicating / sync ebook collection between 2 Kindles

This is currently my main unit but it has been giving me some trouble for the past 6 months.

Kindle Fire HD 7 purchased 06-Jun-15
4th Generation ; Lot 503 ; 201-140195 1989-14-1812

I recently acquired a new unit hoping its use would clear away the troubles plaguing my Kindle Fire HD 7.

Kindle Fire 7(2015)
(5th Generation)
7" Display

What I need is help in duplicating the whole ebook collection now sitting on my Kindle Fire HD 7 onto my new Fire 7 ensuring that I retain the 31 sub-collections I have created and that the various annotations & highlights I have added over the years remain with the appropriate e-book titles.

Once this duplication is complete, how do I ensure that any new annotations & highlights made on one unit also appear on the other ?

I currently use Kindle Fire HD 7 4th Generation as my main unit

I transfer ebooks stored on my desktop computer via USB to this device.

How should I proceed with my new Kindle Fire 7(2015) (5th Generation) 7" Display ?

Do I simply switch units ?

There is no way to keep too Kindle's in sync using calibre. The Kindle's dont expose enough over the USB connection for that.
