"Send to device" of book already present does not overwrite?
Tried this a few times and the book was not updated with the new content... Need to delete the book first and resend in order to update it. Is this the expected behavior? And if so is there a way to set Calibre to overwrite books when sending one that is already present on the device?

calibre does overwrite books providing their title/authors which is what is used to construct the filename are not changed. If you want to overwrite even when those are changed, then set the send to device template to use {id} instead of {title} and {authors}
