Concerning Japanese manga's, there are tons of books out there! Lots of fansubs, and a lot of original versions that are not licensed in the US, and are free to download!
I won't be surprised if there's more Japanese comic book material, than actually time in one's life to read it all!

Color manga? Sadly not. It's quite rare actually, and the few that do try color often fail, from what little I've read about color manga. Sometimes the first couple of pages are color, but that tends to be all.

Western comics though, they must be online as well, and they'll be in color.
