More interesting, for me, is that apparently it has been cleared by the CRTC for use in Canada. That would be a plus, for sure, since the original Fire is somewhat limited here. It might also mean that we can now expect video on demand from Amazon.ca, something they aren't yet doing.

I've never heard of a regular device like a tablet not getting approved, not unless it didn't pass tests. I seriously doubt that will happen n this case, and that's why when paperwork shows up that is basically a sign that the device has been certified by the FCC.
