I nominate Quiller Barracuda by Adam Hall, which was released as an eBook only three weeks ago at Amazon, and at a price of only $5.50.
All five Amazon reviews give it five stars. Quiller is up against "a vast international conspiracy to use mind control to secure a Presidential election". I'll second Bruno. I think the location of a small town in France sounds interesting (the full title is apparently "Bruno, Chief Of Police: A Novel Of The French Countryside").
