Garrett, Randall: Occasion for Disaster. V1. 27 Aug 2010

Randall Garrett (December 16, 1927 - December 31, 1987) was an American science fiction and fantasy author. He was a prolific contributor to Astounding and other science fiction magazines of the 1950s and 1960s. He instructed Robert Silverberg in the techniques of selling large quantities of action-adventure science fiction, and collaborated with him on two novels about Earth bringing civilization to an alien planet.

Excerpt
In 1914, it was enemy aliens.
In 1930, it was Wobblies.
In 1957, it was fellow-travelers.
In 1971, it was insane telepaths.
And, in 1973:
"We don't know what it is," said Andrew J. Burris, Director of the FBI. He threw his hands in the air and looked baffled and confused.

Note that "Occasion for Disaster" was a collaboration with Lawrence M. Janifer, published as "Mark Phillips". This is the magazine version. The book version was issued as _Brain Twister_. There are two more in the "Queen's Own FBI" series, "That Sweet Little Old Lady", published in book form as _Supermind_, and "Out Like a Light", published in book form as _The Impossibles_. (They're a good candidate for an anthology edition.)

But I think you want to change the category: this one is listed as "Spiritual".
