downloading library books
Is there any way to download library books without starting the count-down clock for the books to expire. It's not that I want to keep the books, I just enjoy reading books in series and can't always get them in the order that I would like. Any ideas?

I don't think so, no. You could turn off your wireless and keep the books after they expire, but short of stripping the DRM, there's no way to stop the countdown.

You could always use Calibre and some of its plugins to strip the DRM that runs the clock. Without the DRM your reader is unable to read the clock and thus will nto time out anything.
