Help my laptop crashed

My laptop crashed and they had to do a data backup and then wipe my computer. My biggest issue now is there any way to get my previous Calribre settings/preferences/plugins?

Calibre settings would have been in AppData folder, so unless they saved that you're SOL

As Peter alluded. Be sure you have backups of your settings (don't count on 3rd parties backing up ANY %APPDATA% stuff properly )
Did you ever run the Export/Import tool (on Library icon) on your old Calibre?
That does settings as well as Libraries BY DEFAULT (I disabled that once . Rule: that is the time when you will need it the most )

If they didn't 'backup' %appdata% before they 'wiped your computer' they were foolish at best - if you paid them then they are… [expletives deleted]… professionally negligent.
