In the US only people are innocent until proven guilty. Property, including cars, cash and jewelry is considered guilty until proven innocent. The police can seize property under the suspicion that it could possibly have come from some criminal activity or another. No criminal activity must be proven, or even specified.
So it is not a great leap from there to say that media is presumed guilty of some form of infringement, or another, and levy a fine against it. |

I still buy virtually all my music on distinctly non-rewritable CDs . The reason, in case you're wondering, is because I buy almost exclusively classical music, and the paper booklets that come in the CD case have invaluable information. Apple sometimes give you a downloadable version of the booklet if you buy music as a download; Amazon never seem to do so. Hence my preference to buy the CD.

I can't think of much content that gets sold on re-writeable media any more. The occasional promotional/fund-raising item such as a branded USB stick pre-loaded with an artist's new album or a back catalog of a podcast - but not much else. Everything is either fixed media - BluRay, DVD, or download/stream.
Come to that the only content sold on re-writable media I remember was cassette tapes - with the judicious application of a little sellotape. My dad used to have a reel to reel tape player and had some pre-recorded reels - I think they could be taped over but I'm not really sure. |

I have absolutely no idea. Perhaps digital downloads of music are more geared up for people who buy individual tracks, rather than entire albums? If you buy something like an opera CD set, though, the booklet is pretty essential, because it has the story of the opera, and generally contains the libretto (the "words"), too.

Seriously though, I would think in today's google/wiki environment it should be possible to find that info. |
