Anti-aliasing and the font engine matter. And some vendors tweak their software for better text rendering so some apps are better than others.
But when comparing products using the same OS, the hardware capabilities are going to be the main determinant and dpi is a pretty good proxy for text clarity.
It's not hype... more like shorthand.

The screen technology can also be a factor. Eg, a device with an IPS screen will look better than a device with a non-IPS LCD display, all other things being equal.
