We are talking about comics, right? I would say cbr (or cbz), since that is only images in a rar/zip archive. And you could use a comic reader app.

For comics I prefer CBR/Z, for magazines PDF, for regular books (e.g. novels) EPUB. Even for IOS I'm sure there several ebook viewers that handle all three.

Or you may prefer 'specialised' viewers as I do - swiss army knives are good for slicing swiss cheese, but hopeless at cutting down trees.

One advantage PDF has above CB* is if their text are rendered using an embedded font, it'll look good at any zoom level. Aside from that, unless your PDF is entirely vector, CB* might be easier to handle and render due to it being just images in an archive.
