Viewer-scroll problems

Sorry for posting here, the Bug tracker is throwing a hissy fit.

When using the 'Previous page' or 'Page Up' keys, the display only scrolls until the beginning of the current chapter/html-file, then stops, if I then use the mouse scroll-wheel and scroll further it continues, and I can use the page buttons again until the beginnig of section again.

Also noticed the scrollbar at right side of window is not working fully.
If say I'm halfway through a book and click on the background of the scrollbar above/below the bar, to scroll up/down, the display scrolls a bit, then stops. you can repeat again but stops again.

Win 7, calibre v0.7.35
Never noticed with previous versions
