library portability - illusion or ...

1. can I transfer my local Calibre library from macbook to Calibre on windows notebook?
- in what way?

2. furthermore, - can I put my library to let's say Google Drive and switch occasionally from Calibre on macbook (through Google Drive client in Finder) to Calibre on windows notebook (through Google Drive client in Explorer) and back again

in the past I worked in such a way in JetBrains app with quite success (macbook at home, windows notebook in office) - the data was synchronized in seconds

as to Calibre database behavior I have no idea yet

No. This will destroy your library.

Also do not store your main library on Dropbox, OneDrive, a network drive, or anything along those lines. SQLite database is not designed for those conditions and there's a few hundred threads along the lines of "it worked for years, now it's corrupted "

You can use the export/import tool. On your current calibre install, click on the library icon and then click on Export/import all calibre data. Follow the instructions and be patient. Copy all the files generated to a removable device and import them on your Windows notebook.

When doing the above, I strongly suggest that the original library not be deleted until the import is successful.
