Restrictions on use, over and above those defined in copyright law, would be a breach of contract, not a violation of the law.

I just realized, however, that to not violate the copyright law you would need to *move* the firmware rather than copy it. Installing it (the original) on a different device shouldn't violate copyright law, but installing a copy of it probably would.
