Books that are in the public domain such as those listed at the Project Gutenberg website are free. Books that are in the public domain can also be sold by book publishers. Hopefully, publishers are also adding something that makes it worth the extra cost such photos, diagrams and better indexes and tables of content.

Also you might want to check out the MobileRead library for freebies too! Take a look at https://www.mobileread.com/forums/ebooks.php?forumid=130 for a direct link to the lovingly crafted ePub versions of many public domain books.

Take Peter's advice. In my experience the ones on mobileread are nearly always better formatted and error free and they have covers. Gutenberg can be hit and miss.

http://www.manybooks.net is another great ebook site. While many of the ones here and on the other sites are actually gutenburg texts they usually include covers and have been proofed by a real person which makes the formatting better.

The "paid" versions of the classics (eg Penguin Classics editions) will have footnotes, an introduction, appendices, etc. Well worth paying for if you're studying the text, as opposed to simply reading it.
